In accordance with the COVID-19 Reopening Guidance from the Governor's Economic Reopening Taskforce, charitable gaming venues may reopen on June 15, 2020. Charitable Gaming Operators must limit the number of seats per game and practice enhanced cleaning and safety protocols. Social distancing and hygiene remain essential to the well-being of employees and patrons. As required under the guidelines, staff are required to wear face coverings in common areas and patrons should be asked to wear face masks/coverings while inside the facilities.

New Hampshire Lottery Commission (NHLC) greatly appreciates the efforts of the Operators to protect the health and safety of their workers, patrons, and citizens of New Hampshire. And we further appreciate the patience and cooperation of patrons by adhering to enhanced safety and hygiene regulations.

To accommodate the reopening and time-sensitive staffing needs of the facilities, NHLC will now allow charitable gaming applications to be dropped off at headquarters. All other documents should be mailed in until further notice.

Established originally in 1964 as the first legal state-run lottery in the United States under Chapter 284:21-a of New Hampshire RSA, the New Hampshire Lottery Commission operates to benefit New Hampshire education.

Lottery games are made up of a variety of instant scratch games at price points of $1 up to $30 and a number of different draw games with top prizes ranging from tens of thousands of dollars to more than one billion dollars. Games are sold at over 1,250 businesses across the Granite State.

The Racing and Charitable Gaming Division is a department within the Lottery. This department regulates simulcast horse and greyhound racing in New Hampshire under RSA 284, Games of Chance Regulations under RSA 287-D, and Bingo and Lucky 7 Regulations under RSA 287-E as well as Fantasy Sports Regulations under RSA 287-H:1.

The Division's duties include the adjudication of hearings, the licensing of racetracks, racetrack occupations (drivers, owners, trainers, vendors, security, etc.), charitable organizations, gaming entities (operators, distributors, manufacturers, facilities, etc.), the collection of taxes and fees associated with Bingo, Lucky 7, Games of Chance, and Pari-Mutuel wagering as well as the regulations of Fantasy Sports.

Gross revenue from the Racing and Charitable Gaming Division is greater than $5 million annually.

The New Hampshire Lottery Commission was the first in the nation; now 44 states, plus the District of Columbia, Puerto Rico and the U.S. Virgin Islands have followed suit.
